London and Quadrant Housing Trust and its subsidiary quadrant construction services are 1 of the largest providers of affordable housing in the UK, housing over 250 000 people in more than 95 000 homes, primarily across London and the South East of England. London and Quadrant Housing Trust has issued this Prior Information Notice (PIN) to advertise this opportunity to the open market and seek expressions of interest from service providers that may wish to take part in future associated tenders. London and Quadrant Housing Trust are tendering for the provision of Flood Risk Consultants for London and Quadrant’s Self Delivered New Build Projects to comply with the Public Contracts Regulations 2015. The objective of this tender process is to establish a Framework Agreement with the tenderers and London and Quadrant Housing Trust for a period of 2 years. Rebates will be required.

The Process: please be aware that we will not accept expressions of interest via email. All expressions of interest must be done via the London and Quadrant Tender Portal. Please follow the link to our tendering portal and follow the steps below:
— create an account,
— click on the tab called “Tenders”,
— click on “Forthcoming”,
— on the left hand side search bar type in the name of the framework you are interested in,
— once you’ve found the framework click on the button called “View Details”,
— then click the button called “Express Interest”. You will have then successfully expressed your interest for this framework. There is nothing more to do at this point. Once the tender is live you will receive a notification informing you that the tender is now live and that the tender documents are now available and that the Standard Selection Questionnaire can now be completed. This is a two stage tender and both stages adhere to the timescales as prescribed within the Public Contracts Regulations 2015 for Restricted OJEU Tenders. The first stage is the selection process which involves completing the standard selection questionnaire. Those who match the criteria on the first stage will advance to the next stage. The second stage is the Invitation to Tender (ITT) Stage. The ITT stage is where tenderers must read and complete part two of the ITT Documents and supply any documents that they believe will help them to succeed with this procurement opportunity and become a framework supplier to London and Quadrant Housing Trust. Please do not contact L and Q regarding the date for when the tender will go live. We will commence the tender as soon as we receive notification from management. Any questions relating to this tender should be made via the correspondence facility on the website. Emails sent to specific individuals within London and Quadrant Housing Trust involved with this procurement activity will not be responded to whilst the opportunity is live.
