The UK MOD’s Defence Equipment and Support (DE&S) is notifying the market of a potential forthcoming procurement to appoint an Engineering Delivery Partner (EDP)

Background

DE&S performs a vital, bespoke and challenging role in support of national security: it equips and supports the UK’s Armed Forces for operations now and in the future. In procuring new military equipment, commodities and services, supporting in-service equipment through-life and managing global logistics operations, DE&S is responsible for delivering some of the most complex products and services in the world which covers around £14bn per annum of the MOD’s total third party spend with industry. DE&S employs a mix of civil servants and military personnel, plus contractor staff to perform specialist roles and its internal workforce is deployed at numerous locations in the UK and overseas. The bulk of the workforce however, is located on several main operating sites, with over half based at the main acquisition hub at Abbey Wood, Bristol.

DE&S’s activities range from the provision and support of complex equipment’s, such as nuclear submarines and combat aircraft, through to global logistics operations in hostile environments and high volume, low value items such as clothing and commodities such as fuel and food. This often involves innovative technologies, complex safety assessments, sophisticated supply chains and the full spectrum of sourcing strategies. The outputs from DE&S are used by the UK’s Armed Forces in uncertain environments and operational roles that are subject to changing demands.

Engineering Function
The Engineering function within DE&S is at the heart of acquiring (procuring and supporting) the equipment, systems and commodities needed to generate military capability. Delivering the Equipment & Support Programme requires a strong engineering capability. This is because by the time a contract is placed on industry many of the key engineering decisions have already been made – decisions in determining the equipment and capability solution, the procurement and support strategies, and how it will be integrated to deliver the required capability. The Engineering function enables the DE&S vision of ‘building a safe and professional engineering culture and community, through which engineers and scientists apply their knowledge and expertise to solve problems for Defence’. It is the largest function within DE&S and the most complex in breadth of disciplines and specialisms. Key aspects of the function’s responsibilities are:

• Managing technical risks
• Managing engineering resources and services
• Defining and assuring engineering good practice

The EDP Requirement
DE&S is developing the Commercial Model for the provision of an EDP to assist in the delivery of technical support services and the temporary resourcing within the DE&S Engineering Function. This requirement will form part of DE&S’s transformation strategy towards a best-in-class delivery organisation. EDP is a Category A project which will meet the future requirements of DE&S and wider MOD for Engineering Technical Support Services. The requirement will be for a wide range of Engineering products and services, varying in complexity and criticality and will cover the full scope of technical services currently provided through existing Commercial routes and also additional services and support which may be required in the future. The Partner will be required to be agile and flexible to the requests of DE&S and work closely with the Engineering Function to provide continuous improvement to the way Engineering Services are delivered in order to achieve a number of benefits including but not limited to:

• Reduced cost;
• Enhanced quality;
• Improving the way in which services are provided;
• Enhancing the forward planning of technical support to business units;
• Standardising the way in which services are requested and defined, and;
• Standardising the delivery of outputs.

The Industry Day will involve a briefing session from the Authority on the requirement, timeframes and process followed by a question and answer session. As we anticipate a large number of interested parties wanting to attend, we are limiting attendance to a maximum of two people per company. A confirmation e-mail will be sent out to all those registered to attend a week before the event.
