This is not a solicitation. A solicitation will be issued on or about 15 August 2017.

CONTRACT INFORMATION: This announcement is a тАЬService-Disabled Veteran-Owned Small Business Set-AsideтАЭ acquisition for the construction of the North Access Control point for the Fort Bliss Replacement Hospital at Fort Bliss, Texas. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. The North American Industrial Classification System code is 236220, which has a size standard of $36.5 million. A firm-fixed-price contract will be negotiated. The contract is anticipated to be approximately awarded in October 2017. To be eligible for contract award, a firm must be registered with the System for Award Management (SAM) database. Register via the SAM Internet site at No state level certifications will be accepted.

PROJECT INFORMATION: Construction range is between $5,000,000 and $10,000,000. This contract is a Design Bid Build for the construction of the North Access Control Point for the Fort Bliss Replacement Hospital at Fort Bliss, Texas. This project is needed to provide the Fort Bliss Replacement Hospital an access control point which will allow safe, convenient vehicular and pedestrian access to the Fort Bliss Hospital, while ensuring anti-terrorism/force protection (AT/FP) measures are implemented.

This project shall consist of site improvements that include, but are not limited to: site grading, sub-grade preparation, site utilities, paving, reinforced concrete, masonry, HVAC, electrical, landscaping, security, search offices, gatehouse, ID checkpoints, vehicle search areas and security equipment.
The Contractor shall provide all supervision, labor, materials, equipment, supplies, and transportation necessary to perform the construction of the North Access Control Point for the Fort Bliss Replacement Hospital at Fort Bliss, Texas, as specified in the Statement of Work and Design Plans that will be attached to the future Request for Proposal (RFP). All work shall comply with all State, local and Federal laws and regulations, and applicable code requirements.

The United States Army Corps of Engineers (USACE) is committed to excellence in the construction activity for this requirement. The construction of this project shall achieve the highest quality of operations and aesthetics in meeting the requirements of the design while at the same time being cost effective.

Plans and specifications will NOT be made available in paper format or on compact disc. It is the Offerors responsibility to monitor the FedBizOps website and or any other official government website for amendments to the solicitation. You must be registered with the SAM, to receive a Government contract award.
