The U.S. Army Corps of Engineers, Japan District is performing a market survey for an upcoming Design-Bid-Build project at Yokota Air Base, Japan. This announcement constitutes a market survey that is being conducted for planning purposes only and the information received will assist the Government in developing an acquisition method for this project. This notice does not constitute a commitment by the Government for any follow-on announcements, solicitation or award. This is NOT a solicitation. The Government will not pay for any information provided as a result of this market survey. This market survey is intended for local sources only. Local sources are those sources physically located and licensed to conduct business in Japan. Firms interested and capable of performing this work are highly encouraged to submit a response.

Pursuant to Federal Acquisition Regulation (FAR) Part 10, Market Research, the purpose of this notice is to identify sources capable of satisfying the GovernmentтАЩs requirement. This survey seeks qualified and capable contractors to submit responses to this notice in order to adequately plan the acquisition. If your company would like to be considered as a potential source for this work, please submit a response adhering to the below submission requirements.

Project Title: Combat Arms Training Maintenance (CATM) Facility

Project Location: Yokota Air Base, Japan

Project NAICS: 236220, Commercial and Institutional Building Construction

Project Magnitude: Between ┬е1,000,000,000 and ┬е2,500,000,000 (Japanese Yen)
(Utilizing a rate of: 100 Yen to 1 U.S. Dollar)

Project Description: The subject project is located at Yokota Air Base, Japan. The requirement consists of construction of a new Combat Arms Training Maintenance (CATM) Facility that will replace the existing facility which is outdated and does not meet the current mission requirement. Programmed spaces for the new facility include: indoor small arms firing range, Combat Arms Training Simulator, administrative spaces, classrooms, maintenance and storage areas, weapons cleaning and storage areas, and a weapons vault. Project includes site improvements such as signage, paving, landscaping, sidewalks, and anti-terrorism (AT) bollards for access control. Project also includes infrastructure such as water, sewer, small package treatment plant, storm drainage, electrical, telephone, local area network, CATV, intercom/public address system, parking areas, loading areas, 2 water tanks, and area lighting.

Procurement Method: The proposed project will be procured using a Firm Fixed Price (FFP) contract. While the Japan Engineering District is considering the issuance of a competitive solicitation utilizing a best value negotiated procurement method, a final determination has yet to be made.

The Government is seeking input from Japanese local sources regarding the procurement of the project listed above. Firms responding to this survey should clearly indicate interest/ability to construct the above listed project. Responding firms are also encouraged to provide suggestions and recommendations regarding the acquisition that will make this project more attractive to the construction industry.

SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS MARKET SURVEY

In order to adequately plan for the procurement of this project, the Government requests the following information from interested firms:

1. Company name, address, phone number, email, Cage Code and point of contact

2. Describe your firmтАЩs capability and experience relative to the work described in the Project Description. Please provide information on comparable projects (for government or commercial customers) completed in the past 5 years.

3. Identify your current construction bonding levels:

a) Per contract
b) Aggregate contract bonding level
