Contract Description:
Solicitation W9126G19R0039 will be issued as a Request for Proposal (RFP) using the procedures outlined in Federal Acquisition Regulation (FAR) Part 15 for a Job Order Contract (JOC) at Corpus Christi Army Depot located in Corpus Christi, Texas to accomplish sustainment, restoration, and modernization projects such as maintenance, repair, and upgrades of real property facilities.
Repair and Alteration of real property facilities, e.g., maintenance, repair and minor construction services to include but not limited to the following work items:

тАв Structural
тАв Electrical
тАв Heating, ventilation and air conditioning (HVAC)
тАв Instrumentation repair incidental to construction
тАв Asbestos and lead based paint abatement, and other environmental remediation incidental to the construction
тАв Anti-terrorism and force protection systems upgrades, repairs, and installation
тАв Repair of roadways, parking areas, and pedestrian walkways
тАв Lighting installation or repair
тАв Interior or exterior painting of buildings or structures
тАв Storm water system improvement and repair
тАв Other site work including site grading and drainage, landscape plantings, exterior irrigation systems, and retaining walls incidental to the construction
The JOC includes a comprehensive collection of detailed repair, maintenance and minor construction task descriptions and/or specifications, units of measure and pre-established unit prices for each discrete task. Each project or job ordered under the JOC is normally comprised of a number of pre-described and pre-priced tasks. Individual task order price will be determined by the Unit Price Book (UPB) line items and necessary quantities. The line items and quantities will determine the project bare cost. Based on the type of work being performed, four bare cost adjustment coefficients will be used to determine the total price. The four will include Normal Working Hours, Other Than Normal Working Hours, Non-Pre-priced Items, and Abatement & Remediation Work.
This announcement is restricted to Small Business (SB) only. It has been determined that competition will be limited to SB firms located within the geographical area serviced by SBAтАЩs district offices in region six, and the other SB construction firms with a bona fide place of business within the geographical competitive area, and the assigned NAICS Code. All other SB Participants are deemed ineligible to submit offers. The North American Industrial Classification System (NAICS) Code applicable to this project is 236220, Commercial and Institutional Building Construction, which has a size standard of $36,500,000 in average annual receipts.
The RFP is anticipated to be issued on or about 23 August 2019, and proposals will be due on or about 23 September 2019. A firm-fixed price contract is anticipated to be awarded using Best Value Trade Off procedures. No public bid opening procedures are applicable for this solicitation. Anticipated contract award date on or about 30 September 2019. This JOC will be administered by the Fort Worth District, U.S. Army Corps of Engineers and will have a base period of twelve (12) months plus four (4) twelve (12) month option periods. This JOC will be for a total period of up to five (5) years for a maximum total of $15 million. The Minimum Guarantee amount is $2,500 for the base year and each option year.
The wages and benefits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Davis-Bacon Act.

This new requirement mandates a notarized letter appointing the authorized Entity Administrator for your SAM account(s) be submitted to SAM.
