itive results across the country. �Law enforcement personnel in Pakistan routinely face improvised explosive device bombings, assassinations, kidnappings, and other terrorism-related contingencies, in addition to standard criminality. �Following the deterioration in security in Pakistan�s northwest region in 2009, INL Pakistan (INL/P) quickly and substantially enhanced its law enforcement effort in Pakistan, beginning with an effort to build the capacities of the Khyber Pakhtunkhwa (KP) Police through technical support, training, equipment, and infrastructure assistance. �Since then, the program has expanded to include police from the remaining provinces, tribal police in the newly merged districts of KP, and the federal police, among other law enforcement entities. �Today, INL/P�s Police Assistance Program is a nationwide, $50 million program focused on providing technical assistance, including training and curriculum development; life-saving and technical equipment; and limited infrastructure support for federal and provincial law enforcement agencies. �The program is also engaged in efforts to enable Pakistan�s law enforcement agencies to increase recruitment and retention of women, and improve service delivery to vulnerable groups. �� The purpose of this Personal Services Contract is to fill the position of Senior Police Advisor (SPA). �The SPA will serve as the senior, in-country advisor responsible for implementing INL Afghanistan/Pakistan (INL/AP) and INL/P�s civilian law enforcement, border security, and gender assistance program efforts. �The SPA will work within Embassy Islamabad under the direct supervision of the INL/P Police Program Officer. �The SPA will provide expertise to INL/P on all law enforcement and border security matters, developing Pakistani law enforcement capacities and institutions, USG police assistance, and training plans; coordinating efforts as they relate to mission objectives, and USG roles and responsibilities for civilian policing. �The SPA will also be responsible for advancing INL/P�s efforts to promote the recruitment, retention, and advancement of women police in Pakistan.� The SPA will provide technical expertise in a wide variety of settings, including internal Embassy meetings, international donor events, meetings with GOP officials, and in trainings with host country law enforcement personnel. �The SPA will interface with the Embassy Islamabad Country Team, the Office of the Defense Representative-Pakistan (ODRP), the Federal Bureau of Investigation (FBI), DOS�s Bureau for Diplomatic Security/Office of Anti-Terrorism Assistance (DS/ATA), the Department of Homeland Security (DHS), and Department of Justice/International Criminal Investigative Training Program (DOJ/ICITAP) and host country representatives, including entities within Pakistan�s Ministry of Interior (MOI) and provincial authorities. �The SPA is expected to coordinate and work closely within the Embassy and international law enforcement community, and with other interagency partners involved with law enforcement, border security, and gender programming. �� DUTIES AND RESPONSIBILITIES Under the direct supervision of the Islamabad-based INL Police Program Officer or his/her designee and in close coordination with INL/P staff, the SPA will perform the following duties: 1.�� �Manage law enforcement projects under the guidance and direction of the INL/P Police Program Officer, and keep the Officer informed of the details of such implementation, progress, challenges, and recommended solutions, elements include coordination with relevant Pakistani authorities, management of police training, curriculum development, training center and police station construction and operation, logistical and security planning, vendor/contractor coordination, and commodity provision to host nation law enforcement entities. 2.�� �Provide direction and guidance, under the supervision of the INL/P Police Program Officer, to the Deputy Senior Police Advisor (PSC position), Provincial Police Advisors (PSC positions), and subject matter experts/instructors hired under this program (TPC and local hire positions). �Provide direction and guidance to locally-employed staff (LES). 3.�� �Ensure budget for law enforcement programs remain within authorized levels and that funds are being spent in an appropriate, efficient, and effective manner for projects under his/her portfolio.� 4.�� �Ensure programming complies with USG requirements and legal restrictions, including Leahy vetting, and is coordinated with related USG police, criminal justice, rule of law, and corrections assistance and programs. 5.�� �Provide program guidance and regular status updates on the implementation and development of INL/P police programs to the INL/P Police Program Officer, including progress, challenges, and recommended solutions. 6.�� �Ensure that programming meets U.S. policy objectives and priorities, and identify opportunities for new programmatic initiatives. 7.�� �Assist with recruitment of law enforcement advisors and trainers for the INL/P program. 8.�� �Oversee production of a written weekly report on the status of INL/P police efforts for dissemination to INL/AP and relevant members of Country Team. �The report shall include activities, progress, challenges, and proposed solutions. 9.�� �Contribute to the development and strategy of the INL/P Police Assistance Program. �These efforts include project execution from study period and program design, through acquisition and implementation, including planning, scheduling, budgeting, monitoring, and coordination among vendors, contractors, and GOP officials. � 10.�� �Serve as the senior police subject matter expert and advisor to the INL/P Police Program Officer. 11.�� �Develop a detailed implementation plan and timeline for law enforcement assistance programs, efforts include project execution from study period and development, through acquisition, and implementation, including planning, scheduling, budgeting, monitoring, and coordination among vendors, contractors, and Pakistani Government officials. � 12.�� �Provide policy analysis and program guidance/reporting to the INL/P leadership upon request on law enforcement aspects of current program efforts as well as those in planning or evaluation stages. �Such guidance may include, mission objectives, size and structure of the international police training presence in Pakistan, rules of engagement for international police trainers, coordination other Embassy sections, budgeting, development of Pakistani policing capacities and institutions, practical measures to improve U.S. and international capacities to provide police assistance, and training plans. 13.�� �Participate in and/or lead assessments of current program efforts about law enforcement capacities and structures in Pakistan; routinely conduct assessments of the impact and effectiveness of ongoing programs; brief senior INL and other Department and interagency officials on assessment outcomes; and, based on those assessments, propose future activities and/or remedial actions. 14.�� �Under the guidance of the Police Program Officer, coordinate all INL/P Police Program enforcement efforts with members of the Country Team, including ODRP, FBI, DS/ATA, DHS, DOJ/ICITAP, etc., as well as with international donors; the SPA will not have a supervisory role over these members of the Country Team, but will coordinate with all USG law enforcement efforts in Pakistan.� 15.�� �Represent INL/P at senior-level meetings, briefings, seminars, and exercises with USG, Host Nation, and international representatives to develop plans/programs for implementation of police assistance and improve INL/P capacities to respond quickly and effectively when new mission initiatives emerge. 16.�� �Serves as a designated interlocutor with federal and provincial GOP officials and law enforcement leadership. 17.�� �Maintain relationships and open dialogue with GOP law enforcement officials and explore
opportunities to partner with new law enforcement entities as directed by the INL/P Police Program Officer. � 18.�� �Participate in INL/P office meetings. 19.�� �Provide weekly reports about the PSC�s activities and major programmatic updates. 20.�� �Perform other duties directly related to this SOW and the duties outlined above. 21.�� �Serve as Contracting Officer�s Representative (COR) for contracts within INL/P�s Police Assistance Program. 22.�� �The SPA will serve as a Grants Officer�s Representative (GOR) for grants and/or cooperative agreements within INL/P�s Police Assistance Program. TRAININGS AND DISTANCE LEARNING COURSES 1.�� �Completes the Contracting Officer Representative (PA296) distance-learning course through the Foreign Service Institute (FSI) within 60 days, if not before, of arrival at Post. � 2.�� �Completes the Introduction to Working in an Embassy (PN113) distance-learning course through the Foreign Service Institute (FSI) within 60 days, if not before, of arrival at Post. 3.�� �If applicable � Completes the Grants Officer Representative distance-learning courses (PY220 and PY222) through the Foreign Service Institute (FSI). 4.�� �If applicable – Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (CT650) prior to deployment to Post and other mandatory training courses. � 5.�� �If applicable – Completes the INL Predeployment Program (PREP) course prior to deployment to Post. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS US Embassy Islamabad, Pakistan. Frequent travel in and around Pakistan is required with other occasional international travel. GUIDELINES Guidelines consist of USG and Department of State Acquisition Regulations and accepted legal principles and theories. �In addition, incumbent must be able to determine application of basic administrative policy statements concerning the issue or problem being studied. �The incumbent must also consider and adhere to various other existing federal regulations, and the interaction between DOS policies, legislation, the Foreign Assistance Act, and other authorization and appropriations in the INL account, applicable National Security and Presidential Decision Directives, OMB Circulars, and Department of State financial operating procedures and policies. �The DSPA is recognized as a substantive authority on overall management and/or interpretation of guidance on program and project planning and evaluation in a specialized area. RELATIONSHIPS The SPA reports to and receives broad policy guidance and general direction from the INL Police Program Officer. �The SPA is responsible for planning and implementing many aspects of organizational, project, and logistical operations. �The SPA coordinates and communicates with INL/P and the INL/AP Pakistan Team. �The SPA�s actions, decisions, and recommendations are reviewed based on results achieved and conformance with appropriate laws and regulations. �The SPA must depend in part on his/her own professional judgment to further the mission of INL. The INL Police Program Officer will provide yearly performance reviews to the Contracting Officer in Washington, D.C. to contribute to the incumbent�s official yearly review. As a Contracting Officer Representative (COR), the SPA is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of Contractor performance under the contract, including preparation of receiving reports, and the authorization of progress payments when appropriate. �The COR will coordinate all work with the Contractor and review Contractor’s performance at significant stages of its development. �In no instance, however, shall the COR be authorized to alter or modify the specifications or the contract terms and the conditions or waive the government’s requirement, price, delivery, or other terms and conditions. �Such changes must be authorized, in writing, to the Contracting Officer. COMPLEXITY Develops detailed plans, goals, and objectives for the long-range implementation and administration of the program, and/or develops criteria for evaluating the effectiveness of the program. �Coordinating plans with various other groups including international donors, the U.S. Embassy, and the Government of Pakistan can be complicated. �� Projects require dynamic leadership, expertise and complex innovation, strict adherence to high level policy without lower level interpretive assistance, and the ability to single-handedly or in concert with a variety of other stakeholders resolve critical problems and achieve difficult goals that may impact other programs. �They are broad in scope and complicated by many complex features, technical, administrative, or political in nature.� SCOPE AND EFFECTIVENESS The SPA performs broad and extensive assignments related to a complex administrative/financial program spanning the full-range of citizen safety and law enforcement programs in Pakistan, which is of significant interest to the public and to Congress. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS 1.�� �U.S. citizenship with the ability to obtain and maintain Department of State Secret level security and Medical clearances. Department of State Ethics clearance (if applicable). (Security clearance upgrade to TS level may be required). 2.�� �Bachelor�s degree from an accredited institution. 3.�� �A minimum of fifteen (15) years of related experience in the fields of law enforcement, criminal justice, international development, international relations, operations, management, organizational development, planning, training, and/or public administration. (Time and duties in previous CIVPOL missions and/or international law enforcement program management will count toward this total.) 4.�� �A minimum of five (5) years of supervisory experience in a police organization. 5.�� �A minimum of three (3) years of experience in other international civilian policing missions and/or programs. 6.�� �Ability to obtain a Pakistan visa. 7.�� �Demonstrated experience in planning, strategizing, implementing, monitoring, and reporting on projects. EVALUATION FACTORS (Used to determine the competitive ranking of qualified offerors in comparison to other offerors.) Offerors should cite specific, illustrative examples for each factor. Factor 1�� �Law Enforcement & Training Experience (20 points) Demonstrated experience in developing, implementing, and overseeing U.S. police assistance programs domestically and abroad, including training, equipment, and infrastructure support. � Factor 2�� �Project and Program Management and Administration �� �(20 points) Demonstrated knowledge and experience in the application of sound project and program management practices, especially in programs involving multiple stakeholders. �Experience in program management should include familiarity with law enforcement programming, procurement guidelines, budget development, and project planning, execution, and monitoring and evaluation. � Factor 3�� �Liaison, Relationship Development, and Communication (10 points) Demonstrated experience building and maintaining relationships with state, local, and federal government organizations, as well as international organizations and non-governmental organizations. �Demonstrated ability to communicate complex issues in a timely and concise manner, both verbally and in writing. Factor 4�� �International Experience (10 points) Demonstrated experience of working/operating in foreign environments and/or with senior foreign officials; to include ability to live, work, and travel in difficult conditions with limited support, manage programs in a complex and fluid envi
ronment, show good judgment in challenging security situations, and demonstrate appropriate communication and interaction with international law enforcement agencies and officials. Factor 5 �� �Recruiting/Community Policing Experience (10 points) Demonstrated experience achieving success while conducting recruiting and/or community outreach programming on behalf of a public safety organization. BASIS OF RATING: Offerors who clearly meet the Education/Experience Requirements will be further evaluated based on scoring of the Evaluation Factor responses. Offerors are required to address each of the Evaluation Factors in a separate document describing specifically and accurately what experience, training, education and/or awards they have received that are relevant to each factor. Failure to specifically address the Evaluation Factors may result in your not receiving credit for all of your pertinent experience, education, training and/or awards. INL will not pay for any expenses associated with the interviews.
