This notice is an addition /amendment to Sources Sought notice R17PS01157 for Security Guard Response Force Services at Folsom Dam.
 

The current draft Performance Work Statement (PWS) is significantly different from the “Draft Sample Information” issued with the original sources sought notice and the Government is seeking additional information from small businesses regarding their capabilities to perform the services required by the Government. The information will be used to assist the Government in determining whether there are sufficient capable and interested small businesses to set-aside this requirement for small businesses only.

Below are excerpts from the current PWS.  Reclamation is seeking additional information about small business capabilities in the areas listed below.  The bolded text indicates the particular areas for which we are most seeking additional capabilites information.

Required Services:

The Contractor shall provide professional armed, uniformed security services to Reclamation, in accordance with contract requirements, 24 hours a day, 7 days a week, 365 days a year.

Examples of typical duties include:
Respond to a spectrum of security challenges to security ranging from trespassing to coordinated attack by organized determined adversaries

The contractor shall demonstrate and ensure that the Folsom Dam Security Guard Force working under this contract are able to perform as a member of a quick reaction team to defend and protect critical assets within the facility. Officers must demonstrate proficiency in the use of both handguns and rifle.

Additional Temporary/Ramp-up Services – The contractor shall provide all labor, equipment, and training, for temporary additional security services. Additional temporary/ramp-up services are defined as any work, requested and authorized by the Government, which is not covered elsewhere in this Performance Work Statement. The Government will attempt to schedule requests for additional services at least 24 (twenty-four) hours in advance but reserves the right to request additional security services for emergency purposes with no advance notice to the Contractor. Historically these types of events have not occurred more than three times per calendar year.

Additional Temporary/Ramp-up services include, but are not limited to:

a. Emergency or urgent situations. Additional guard services may be required for situations such as bomb threats, fires, natural catastrophes, civil disturbances, or other large gatherings of people where a threat to life and property may exist.
b. Special events. Additional guard services may be required for planned special events, or where large crowd or traffic conditions are anticipated.
c. Unscheduled events/construction. Additional guard services may be required for unscheduled events or construction projects that require additional security due to unanticipated conditions.

The Contractor shall be required to provide additional fully trained and capable security forces within the time frame as directed by the CO/COR. The Contractor shall furnish all management, supervision, manpower, material, supplies, and equipment (except as otherwise provided by the Government), and shall plan, schedule, coordinate and ensure effective performance of all services described herein. The Contractor shall furnish manpower for temporary additional services (“TAS”) for the Government’s short term, non-recurring needs as well as for emergency and/or disaster related security guard services (“Emergency Guard Services”) for the geographic area covered under this contract on an as needed basis.

The Contractor shall ascertain how this reserve security guard force shall be acquired and maintained. All reserve security guards shall meet the minimum qualification standards required in this Contract before working any post under this Contract.

The North American Industry Classification System (NAICS) code for this requirement is 561612 ‘Security Guard and Patrol Services’ with an associated size associated size standard of $20.5M.

This notice is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals and the Government will not be responsible for any costs incurred by the respondents to this notice. This notice is for research and information purposes only. No award will be made as a result of this notice.

Please note that if your firm replied to the original Sources Sought we still have your response and you do not need to address anything other than the additional description above. Those responses will be added to your original submission. Do not resubmit your entire package.

Businesses, agencies, or departments with the capability to perform the requirement under the applicable NAICS code are encouraged to submit a response to this notice. The information requested is:
1. Company name, address, DUNS number, point of contact name and email address
2. Business size and small business size classification if applicable (e.g. 8(a), HubZone, Veteran Owned, Woman Owned, etc.)
3. Information that would demonstrate that your business has the capability and resources to meet the additional specifications of the requirement as described above.
4. Your intent to submit a quote if a solicitation is issued.
