Contract Description:

The 27 Special Operations Contracting Squadron (27 SOCONS) 27 SOCONS is currently conducting market research to locate qualified, experienced, and interested potential contractors to provide non-personal services to Remove and Replace B780 HVAC at Cannon AFB, NM.

For purposes of this RFI, the North American Industry Classification System (NAICS) Code is 238220 – Plumbing, Heating, and Air-Conditioning Contractors, and the small business size standard is $15M.

This Request for Information (RFI) is issued for informational and planning purposes only and is not a Request for Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this RFI. The Air Force will NOT be responsible for any costs incurred by interested parties in responding to this RFI.

The information requested by this RFI will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency.

Contact with Government personnel other than those specified in this RFI by potential offerors or their employees’ regarding this project is prohibited.

Description of Services

This project is to provide design/build services for the following Project: Remove and Replace B780 HVAC and update conduit only for Protective Distribution System (PDS) at Cannon AFB, NM. The Design Build Entity (DBE) will be given a Statement of Objectives and through Design Analysis submit a 100% design for construction to include Specifications and drawings. Once the DBE’s design is approved by the government the DBE will proceed to construction in accordance with the DBE’s approved 100% design.

This Statement of Objectives (SOO) defines requirements for Design/Build services to provide for Design and Construction Oversight to remove HVAC and incidental work to Building 780 at Cannon AFB, New Mexico approximately 8 miles West of Clovis, NM. The project to include but not limited to:

Heating Ventilation Air Conditioning – demolished old boiler system and replace with new packaged air cool system to fit the need of the facility. Design and test and balance will be required for final acceptance.
New ceiling as required for access to HVAC system. Salvage drop ceiling where applicable.
Paint interior.
Replace rolled-good Carpet where existing. Protect in place the raised floor.
Replace Vinyl Composition Tile (VCT) where existing.
Electrical as needed.
Electrical inspection should produce a list of items that need to be upgraded, repaired, or replaced in the facility for future project.
Contractor to verify the electrical demands to meet HVAC requirements.
Communication upgrades.
Demo existing Comm. Replace Comm in accordance with Comm Squadron requirements.
Contractor to verify conduit locations meet current codes. Reuse conduit where applicable. Conduit will be inspected and corrected in accordance with Protective Distribution Systems (PDS) requirements.
Plumbing Inspection
Inspection only. No work to be performed on plumbing systems unless it directly affects the scope of work for HVAC replacement, electrical and communication upgrades.
Anti-Terrorism Force Protection (ATFP) will need to be taken in to account during construction of this project.
Additional information of the facility:

Building is approximately 7,029 SF.
Raised floor: 3515 SF.
Carpet: 1900 SF.
VCT: 250 SF.
Paint: approximately 1,000 LF of 9′ high walls.
Approximate occupancy: 17 for office side of facility, unknown occupancy for other half.
Facility will not be occupied during construction.
DBE to verify all quantities. Salvage and reuse materials where applicable. Protect subfloor and existing fire protection in facility. Coordination effort required for mechanical due to recently installed system covering approximately half of the occupied areas.

DBE shall furnish the personnel, services, equipment, materials, facilities, and other requirements necessary for, and incidental to, the performance of work set forth herein.

Primary technical services shall be performed by individuals who are credentialed members of architectural, planning, science, and engineering professions. Disciplines include, but are not limited to, architects, interior designers, engineering disciplines typically associated with design and construction, cost estimators, specification writers, Computer Assisted Design and Drafting (CADD) technicians, publication writers/editors, technical writers, graphic artists, Geographic Information System (GIS) analysts, and financial analysts. Generally, a credentialed professional (a) is licensed (e.g., registered professional engineer) to practice in the state where a facility is located and (b) commands the necessary expertise, in terms of knowledge and experience, to undertake the specified tasks identified.

If your firm is capable of providing the requirements described above, please provide a Capability Statement to Donald H. Mills via email donald.mills.11@us.af.mil by 12 Jun 2019 NLT 14:00 MDT.

The Capability Statement should include general information, past performance and technical background describing your firm’s experience in contracts requiring similar efforts to meet the program objectives. Interested parties shall not submit more than 10 single-sided, type-written pages using 12-point font or larger. Published literature may be any number of pages. At a minimum the following information is requested:

(1) Company Cage Code, DUNS, name, address, point of contact and their telephone number and e-mail address;

(2) Bonding capability

(3) Any small business status (8(a), HUB Zone, veteran-owned, women-owned, etc.

(4) Indicate if your role in the performance of the consolidated requirement would be (a) Prime Contractor; (b) Subcontractor

(5) If you indicated your role as “Prime Contractor” on Question 4, indicate the functions for which you plan to self perform as a percentage of the total and those which you intend to use subcontractors;

(6) If you indicated your roll will be a “Subcontractor” on Question 4, please indicate which functional areas you intend to cover;

(7) Indicate if your company primarily does business in the commercial or Government sector

(8) Indicate which NAICS code(s) your company usually performs under for Government contracts.

Note: The interested vendors list of this notice will not be used for decision making purposes for any small business set asides. For your business to be considered as a potential vendor for set aside purposes you must submit a Capabilities Statement as requested by this notice. Failure to do so may result in your business category not being considered as part of a decision by the government to set aside.
