Contract Description:
This Sources Sought Notice is issued in accordance with FAR Part 5, FAR Part 6.302-1 and HSAM 3006.302-1. For information regarding this acquisition, contact the Contracting officials listed herein. All inquiries shall be in writing and submitted via email.

It is anticipated that this acquisition will be other than full and open competition under North American Industrial Classification Code (NAICS) 331529 Other Nonferrous Metal Foundries (except Die-Casting). The Small Business Size Standard in number of employees is 500.

The U.S. Coast Guard Surface Forces Logistics Center anticipates a need to overhaul Rolls-Royce Naval Marine, Inc. brand-name parts, and assemblies directly supporting the operation and maintenance of the USCG 418′ Maritime Security Cutter (WMSL) Legend Class of USCG Cutters listed in. The current USCG fleet consists of six (6) 418′ WMSL cutters. Two (2) cutters are being built at this time, with a third approved for production for a total of nine (9) 418′ WMSL cutters. This requirement includes five primary items that consist of Rolls Royce manufactured Shafts, Bow Thruster, Hubs, Blades, Controllable Pitch Propeller and Oil Distribution boxes.

This requirement must be completed utilizing only genuine Rolls-Royce Naval Marine, Inc. parts from the Original Equipment Manufacturer (OEM). Remanufactured or aftermarket parts are not acceptable. The Coast Guard does not own the rights to the technical data necessary to evaluate other parts.

Period of Performance: It is anticipated that a firm, fixed priced requirements contract will be awarded with one base year and four option years for the overhaul, acceptance testing, preservation, packaging, packing, and marking of Rolls-Royce parts used on board 418′ WMSL Coast Guard Cutters.

Place of Performance: At the prospective contractor’s facility.

Concerns having the expertise and required capabilities to provide the supplies and services described in the attached specification/Statement of Work are invited to submit complete information discussing the same within 14 calendar days from the day this notice is posted. The information submitted must include a letter from the OEM verifying the offeror is an authorized distributor, and verifying the OEM will supply only genuine OEM parts.

All responsible sources are requested to submit the following: company name, point of contact, address, DUNS Number, phone number, fax number, e-mail address, business size and a statement of capabilities. The business size shall include any applicable preference program (i.e. 8a, HUBZone, Service Disabled Veteran Owned, Woman Owned, small business). Your response must include: (a) a positive statement of your intention to submit a bid for this solicitation as a prime contractor, and (b) evidence of experience in work similar in type and scope to include contract numbers, project titles and dollar amounts, points of contact and telephone numbers. Provide at least three references to equivalent type of work in the past five years (provide customer contract number, company, POC name, email and phone number).
