Contract Description:
The Defense Information Technology Contracting Organization, Mobile Satellite Section (DITCO-PL8221), Scott AFB, IL, intends to negotiate on a sole source basis with Iridium Satellite, LLC., 1750 Tysons Boulevard, Suite 1400, McLean, Virginia, 22102, to upgrade the Enhanced Mobile Satellite SERVICES Geographic Broadcast Controller (GBC) system to support the operation of the DTCS Global Services (GS). The GBC is a network element within the EMSS gateway architecture that provides a central controller for DTCS- GS functions. The current GBC at the EMSS gateway is no longer supported by the manufacturer and can no longer be upgraded to the operating system version needed to achieve Security Technical Implementation Guide (STIG)/ Information Assurance Vulnerability Assessment (IAVA) compliance. The system also is experiencing system faults that are impacting the ability to operationalize DTCS-GS. The statutory authority for other than full and open competition is 10 USC 2304(c)(1), only one responsible source and no other supplies and services will satisfy agency requirements. Interested parties may identify their interest and capability to respond to the requirement by submitting clear evidence of their capability to provide/perform within 15 calendar days of this notice. This notice of intent is not a request for competitive proposals. Suppliers may provide correspondence via email at the following address: danielle.n.hebert2.civ@mail.mil. All responsible sources will be considered for evaluating the determination to issue a sole source contract. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
