This is a SOURCES SOUGHT SYNOPSIS. The purpose of this synopsis is to gain knowledge of potential sources for this project including interested Small Business sources.
This notice is for planning purposes only. All interested parties should respond. The South Dakota Air National Guard, Joe Foss Field ANG Base, Sioux Falls, SD has been tasked to solicit and award a project to include but not limited to demolition of existing structures, Construct a 45,780 square foot maintenance facility to include but not limited to administrative offices, general purpose shop areas, SCIF area(s), and an avionics shop area. The magnitude of this project is between $10,000,000 and $25,000,000. The project includes but is not limited to the construction of maintenance shops/administrative areas, on a reinforced concrete foundation and concrete floor slab, steel frame, masonry, insulated metal panels, and prefabricated concrete walls, with a sloped metal roof with insulation and a fully adhered membrane, interior gypsum walls with options for demountable walls, HVAC systems, communications wiring/infrastructure, restrooms, millwork, utilities, access pavements, fire protection/detection, fire suppression, site work, anti-terrorism force protection measures including IDS, erosion control, drainage structures and landscape. Site work includes but not limited to water, electrical, communications, natural gas, sanitary sewer, and storm sewer connections to existing infrastructure. This project requires construction compliance to United States Green Building Council (USGBC) LEED® Silver certification level. Proposed project will be a Firm Fixed Price contract. The type of solicitation issued will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete and perform a Firm Fixed Price Contract.
All interested concerns shall respond in writing to Jeremiah Minter, via email at email@example.com by DECEMBER 14, 2018, 2:00 P.M. CST. The response shall not exceed five typewritten pages and must include:
(1) A completed and signed Sources Sought Response Form (attached to this posting).
(2) A positive statement of intent to bid as a prime contractor.
(3) A brief outline of key personnel, resources, and subcontractors that would be used to accomplish the contract.
(4) A listing of comparable projects completed during the past three years for both government and private industry. Include as part of this listing: type of project, dollar value, location, ‘owner’ point of contact, contract number, and indacte whether you were prime or subcontractor (provide prime contractor Name/POC if performed as a sub).
In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted. Information shall be provided to Jeremiah Minter, via email at firstname.lastname@example.org. No facsimile responses will be honored.
