This pre-solicitation notice was previously posted under W912DR-15-R-0008. As of October 23, 2015 the new solicitation number is now W912DR-16-R-0001. Follow on information is state herein.
The U.S. Army Corps of Engineers, Baltimore District issues this pre-solicitation notice for an Indefinite Delivery Indefinite Quantity (IDIQ), Multiple Award Task Order Construction Contract (MATOC) for projects located in the Baltimore/Washington corridor but can be used throughout CONUS and Hawaii. The geographic area for this contract is anticipated to be within the North Atlantic Division (NAD) mission area, but may be used throughout the Continental United States and Hawaii. It is anticipated that the preponderance of the task orders will be within the Baltimore District boundaries. This is a Multiple Award Task Order Construction Contract (MATOC) for Design-Build (DB) and Design-Bid-Build (DBB) Construction projects in support of DoD and other Federal agencies and Intelligence Community (IC) entities.
This MATOC will consist of both large and small businesses. This acquisition will utilize a two phase, best value methodology to establish the MATOC base contract awards on an unrestricted and restricted basis. The intent is to award up to five contract awards on an unrestricted basis and up to five contract awards on a restricted basis.
Contract awards will be made to the offerors whose proposals are determined to be the quote mark best value quote mark to the Government considering both price and technical factors.
The NAICS Code is 236220 with a small business size standard of $36,500,000.00. The period of performance is a five years from date of award. The total capacity for the contract will be $499,000,000.00. A bid bond will be required in accordance with the terms and conditions of FAR 52.228-1 Bid Guarantee. The required amount of the bid bond is $10M for those proposing in the restricted (i.e. small business) pool and $25M for those proposing in the unrestricted pool.
The scope of this contract will encompass a broad variety of major and minor repair, modification, renovations, rehabilitation, alterations, DB, DBB and new construction projects that may include working in Sensitive Compartmented Information Facilities (SCIF). The work may be very technical electrical or mechanical work. Projects may include demolition, infrastructure, interior fit-up, communications, security, counter terrorism, and anti-terrorism/force protection (AT/FP) requirements. Task orders may be either DB or DBB. The individual projects will be a variety of construction types. The task orders will range in size and complexity from small to large from non-complex to highly technical. A Top Secret Facility Site Clearance IS NOT required for this MATOC however individual projects specifically for the Real Property Services Field Office (RSFO) may require Statements of Affiliation (SOA’s) for all companies.
It is anticipated the solicitation will be posted on or around 23 October 2015 with proposals due around 3 December 2015.
