Contract Description:
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation W91364-18-R-7017 is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-100. This solicitation is set-aside 100 percent for Small Business. The NAICS code that applies is 332999 and business size is 750 employees. This action will result in a FFP purchase order, utilizing simplified acquisition procedures under Full and Open competition After Exclusion of Sources.
Requirement is to install and AGE Containment Pad capable of containing 900 gallons of spilled JP-8 or Jet A Fuel.
All equipment items noted as brand-name or equal; alternate solutions are encouraged and will be reviewed based on price, quality/technical acceptability. Also, please include any applicable freight charges, SAM data, warranty information, and estimated delivery and installation timeframes.

Tristar Containment Pad or equal. Must be at least 21’W x 40’L and fit into the current AGE overhang area. See attachment 2 Drawing. Containment pad must be able to support up to 50 tons equipment. Must be able to contain 900 gallons of spilled JP-8 or Jet A Fuel. Must be weather resistant material or weather resistant coated. Must have a drain or mechanism to remove water or other fluids. Shipping and Installation must be included in pricing. All installation materials and supplies must be included. Removal of all excess materials/debris will be included and removed by the contractor. Must have a ramp or other mechanism for heavy equipment to have access to the containment area. The pad must be able to be removed from the area if needed. The containment area and ramp must have a non-slip surface.

ANTITERRORISM REQUIREMENTS
ANTI-TERRORISM/OPERATIONS SECURITY (AT/OPSEC) REQUIREMENTS
- Access and General Protection/Security Policy and Procedures. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
- For Contractors that do not require CAC, but require access to a DoD Facility and/or Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
AT Level I Training. All contractor employees, to include subcontractor employees, requiring access Government Installations, Facilities and Controlled Access areas shall complete AT Level I awareness training within 14 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Certificates of completion for each affected contractor employee and subcontractor employee will be maintained by the COR or Antiterrorism Representative.
