Contract Description:
FOR Laughlin AFB, Laughlin, Texas: This solicitation is for the repair Airfield Drainage project at Laughlin AFB, Texas. The project is located at Southwest section of the runway 13-31. This project includes: development of drainage repairs and improvements between the inside and center runway at Laughlin AFB, removal of existing storm sewer line and existing utilities, excavation, replacement/installation of necessary lighting, installation of new reinforced concrete piping (RCP), re-stripe pavement in accordance with FAA and USAF regulations, preparation of Quality control Plan, preparation of Safety Plan, Mandatory Level 1 тАУ Anti-Terrorism (AT) Awareness Training, minimum disruption to taxiway, construct a system of underground and open channel drainage features to manage storm water flows, drainage improvements with the purpose of alleviating flooding, divert a portion of flows currently discharging through Flight-line System, match existing pavement to create a smooth driving surface and to avoid ponding and provide positive drainage, use of best management practices to maintain control dust and storm water pollution, preparation of SWPPP, diversion of C&D waste by weight from any landfill disposal.

DFARS 236.204 Disclosure of the magnitude of construction projects. (i) between $15,000,000 and $25,000,000.

The Solicitation is anticipated to be issued on or about 4 October 2019, and bids will be due on or about 4 November 2019. Public bid opening procedures are not applicable for this solicitation. A firm-fixed price contract is anticipated to be awarded using Best Value Trade-Off procedures. Anticipated contract award date on or about 10 December 2019. The period of performance will be 365 calendar days from award. This announcement is an Un-Restricted solicitation. The wages and benefits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Davis-Bacon Act.
